The first pic IS RSM just without Kurama's influence along with the other Bijuu.. He's in the state he needs to be for RSM in that form, it's not BSM..

You could say it's his stage1 to his RSM.. Thing is!.. Naruto's a Jinchuuriki so he has a extra boost in power with his bijuu when it comes to his ultimate RSM..
