Neither got to Rikudou's Level legitimately:

1. Naruto and Sasuke got there thanks to Hagoromo's Chakra.
2. Madara got there thanks to Hashirama and the Juubi.
3. Obito got there thanks to the Juubi though he did need Hashirama's DNA to ensure that wasn't blind and chakra depleted before he became a Juubi Jin.

Bagging on Kakashi for using Obito's Power doesn't refute the fact that he did reach Rikudou Level.
