Just a theory!

Obito's project gonna start. When Rikudou divides bijju into 9 beasts, he seals his mental chakra into them so that he can be released once the shinubi world is at a great danger like this. Another possibility is that his chakra lives in Naruto and when Obito's project gonna start, Naruto's would-be-rinnegan activates and stops that.
