A small breeze rolled through the abandoned Uchiha Precint. Open wooden shutters clanked against the sides of houses, a snapped clothesline scraped against the dirt at the base of a rotting pole. In a flicker, Tobi landed in the middle of the district, the houses surrounding the area. He stood slowly, donned in a hooded cloak and his flaming mask. He reached up, pulling the hood off and raising his chin, revealing through the hole in the dully colored mask his activated Sharingan, the three tomoe spiraling around the pitch black pupil floating in a circle of red. He looked towards the figure he came to meet and lowered his hands to his side.

One of the Three Great Dōjutsu (San Daidōjutsu), the Sharingan is the kekkei genkai of the Uchiha clan. Unlike the other Dōjutsu, not all members of the Uchiha Clan possess the Sharingan. This great Dōjutsu seems to awaken only on exceptional Uchiha members and only in times of great stress. Once awaken, the pupil turns red and a single tomoe (巴) seal appears around the center pupil. As the user masters and evolves their eyes, the tomoe (巴) seals increase, topping 3 per eye. The main ability of the Sharingan, like any other Dōjutsu, is to enable the user to see the flow of chakra. This ability is further improved as the Sharingan gives color to chakra, enabling the user to differentiate chakras from different people or from different sources. Although the user can see chakra through matter, he cannot see beyond dense matter or in long distances. Coupled with the ability to see chakra, Sharingan users gain acess to an incredible clarity of perception that enables them to read insanely fast movements or minor details, enabling them the ability to foresee in an easier way, traps, incoming attacks, etc. This clarity of perception is so great that a Sharingan user can sometimes start performing a counter to an attack that is still being performed, enabling the counter to be launched only a split a second after the attack. This clarity of perception leaves Sharingan users able to track high speed movement easily as well as to read through handseals. This last ability enables them to learn techniques much faster and sometimes copy them directly from the enemy, as long as the user has the necessary chakra affinities and requirements to perform it. Finally, the Sharingan is often linked to Genjutsu and mind-manipulating illusions, mostly because the user can, mostly through Eye Contact, directly and precisely use his chakra to manipulate the enemy's chakra flow. In return, the users clarity of perception gives him the ability to more easily decipher visual illusions cast upon him and see past them. The Sharingan has a great cost to the user though. The chakra consumption disables its use for long periods of time and, even when the user grows stronger, it's still hard to keep it active for long periods of time.
Note: The user, if he hasn't gained full mastery over his Sharingan, will need to spend a move to activate it, although as long as he has chakra and enough stamina he'll be able to keep it active until the end of the match. If the user is Sannin Rank or above and has gained his 3 Tomoe Sharingan and held it for one month, he becomes able to passively activate it, meaning he'll no longer spend a move of his 3 per turn.
Note: To avoid direct Eye Contact and be able to focus only on the body movement below the chin, the opponent needs to have mastered Taijutsu to possess the necessary skill.

No, abandoned suggested the people had left willingly...it was more sinister than that. It was well known the tragedy that had taken place here. It was often spoken of in hushed tones and quick whispers, the subject itself as taboo as what caused it. No one really knew why, but the outcome was well known. How one had entered the district, unbeknownst to those there. How he had taken arms against them all. How Itachi Uchiha had struck down his own clan. A metallic and bloody tinge was left in the air, even now several years later it was present. Some claimed the land was cursed, others claimed they saw a dark figure appearing ever so often, standing atop a tall pole overlooking all but when they looked again, nothing. Many chalked it up to just their mind playing tricks on them, such was the thought of Desius, a young boy walking home. He had glimpsed what appeared to be a long haired figure standing watching the district, but when he turned to look again, he was gone. Shaking his head and thinking it was just stressing over his Chunnin Exams that wwas causing his mind to start playing tricks on him, Desius pushed on and headed home, muttering under his breath about how that couldn't have been Madara.

As he left, a dark silhouette moved from the shadows, the crimson armor marching the hue of his eyes. Brushing a lock of hair from his eyes, Madara turned and walked towards the Uchiha Shrine. He had already analyzed it thoroughly and understood what needed to be done, but now...now he would leave his own instructions behind. Before he made it there, he hesitated. He had called someone to meet him there to prove their worth, but should he attend to his own business first or them? They would be highly beneficial in his plans should they be worthy but if not...it'd be just another loose end to tie up. One he didn't want to deal with. Focusing on the other Uchiha first, Madara pushed his plans to the side first and waited.

As he waited, he heard the crunching of a twig and the swish of a cloak; someone had arrived and he knew it to be him. After all, not many willingly came to the Uchiha Precinct of their own accord. Those who did often left with addled minds, claiming witchcraft and sorcery going on. Smirking at the thought of his ocular prowess being likened to magic, Madara turned slowly, his eyes looking into Obito's as he spoke to him.

"Do you know why I called you here?"

The plaza of the district echoed with silence in between small gusts of wind, the cool breeze rolling through the empty streets that were once filled with the members of the once renowned Uchiha clan. To many who were aware of the massacre that occurred there that fateful night, the quiet was like an omen. The isolation, the stillness, testament to what had occurred, a tragedy for those who lived there, and a hidden blessing for those outside. Those who knew of the history might find it unsettling, but to those unaware, the quiet resonated with a sense of peacefulness. And to those with true knowledge, the tranquility would better be described as an ironic symbol. A blessing, it was indeed, for the erasure of the clan ensured peace for the village, a peace embodied in the silence from the lack of life. Until that night.

"I've mulled over a few ideas," Tobi replied to Madara's question, returning his gaze to him. "But what's intrigued me more is you choosing this of all places for our meeting. Were you feeling nostalgic? I briefly considered we were here to acquire the Nine-Tails, but it's far too early for that. So the only conclusion left is the other stage of our plan." Tobi did indeed know why and Madara were there that night, and at the district of all places. Neither men made any illusions about the nature of their relationship. Despite their bond by blood, they weren't friends. He was sure that Madara, with all his resource and reach, was aware of the fact that he took part in the massacre that occurred that night, so he ought to know full well that blood bonds wasn't to limit Tobi for what was to occur. For Madara had to prove that Tobi was worthy to enact the next stage of their plan, to carry what was about to come. Perhaps that's why he chose this as their testing ground, to remind Tobi of what drove him to turn his hand on even his own kin. But this wasn't just a test for Tobi. He had grown stronger as well. This was also a test for Madara, Tobi had decided. They both had aspects to this agenda belonging to them and them alone. Was Madara's power really enough to be Tobi's tool? He would find out.

For his direct offense, Tobi would dash towards his right, moving in a circular arc until he was in line with Madara's left, maintaining a distance of Mid-Range as he did so. As he moved in the arc, he would weave the Tiger handseal, kneading his chakra within his chest as he does so and converting it to Fire in nature. Upon exhaling, he would release the chakra in the form of several fireballs as he ran, numbering four in total. Due to Tobi moving as he fired the blasts, each Dragon would approach Madara from a different angle, with two approaching towards his front and two approaching from the side. The fireballs would close onto his body, exploding on contact. The explosion would severely burn his body should it be left undefended, scorching the ground around him and leaving a charred corpse behind.

Description: After performing the hand seal Tiger the user compresses a large amount of chakra built up inside their body, before instead expelling it in the form of a number of dragon head-shaped fireballs. The user then skilfully manipulates that great fire, and attacks their opponent. The temperature of the created flames is so great that, even with the briefest of contact, they are capable of easily burning human flesh and the fireballs are dense enough to behave almost as solid, being able to deliver impact damage in adition to the fire damage. However, this also means that they can be deflected as a solid projectiles.

However, Madara would be unaware of this as it occurs. Before his usage of the flames, Tobi had noted everything upon his arrival. Every house nearby, every crack in the wooden paneling, every rock on the street, even the busted wire that hung from the pole. Every small detail around him memorized, engraved into his mind through the visual prowess of his Sharingan. And for good use, as he would replicate each and every detail as he and Madara's gazes met each other. Before beginning his Katon offense, Tobi would instill onto Madara a powerful illusion, high in rank due to the sheer amount of detail that would be needed. In the illusion, everything about the real world around them would be perfectly replicated, but a few details. For one, Tobi knew that Madara would be able to see the flow of chakra to his eye as he instilled the illusion. He would need a solution to this giveaway and that he found. Within the illusion, Madara would see Tobi's body begin to sink into the ground as though he were using the Phasing Migration ability of his Sharingan. Upon reaching waist-deep, the illusionary Tobi would toss up a scroll from his sleeve, it unraveling as it floated in the air, before continuing underground fully. The interior of the scroll would point towards Madara with the Kanji for "Bolt" written in it. The scroll would appear to surge with chakra, causing the Kanji to glow before several streaks of lightning started bursting out from the scroll. The lightning would appear to approach Madara rapidly from the front, the sound of the electricity masking the sound of the flames in reality, serving to mislead Madara from the offense of fire.
