No, it isn't. The thread bumping rule applies to all threads with the exception of a few, such as sticky threads.

Nope, that's considered reviving an old thread and thus against the rules. Though normally it was made so that in the Konnichi Wa section old threads automatically get closed, but for some reason that hasn't happened in a while. I better notify the admins of that.
