Your list is accurate, except Naruto and Sasuke should take the 9 and 10 spots. Minato shouldn't even be on the list. At best, if you include the sage and his family, and everyone else that is above Minato, he's 14 at best.

That being said, I don't think that any of the sage's family or himself should be included. It's just story background.
