I wonder if ‘Candy’ is a hint to the Big Mom arc? So far we know that this NHC10 substance is addictive and growth increasing, failure to keep up with the ratios results in unreasonable outbursts (you see where I’m going?=D)
We know that BM takes candy deliveries from all kind of islands and we know that CC is the leading expert in terms of weapons of mass destruction; so having CC blackmailing some small island nation into delivering the drugged candy to BM could be a plot to make her much more unreasonable and reckless, mayhaps start a war with another yonkou, or becoming an imminent threat to the WG – one that cannot be ignored by Akainu.

I think your theory is far-fetched. Candy refers to the "medicine" that the kids where getting. The people at PH said it was "candy" so that the kids would eat it.
