Why? Pein had a very well written character, and he was probably the most human character out of all of them. Pein had a soul, he knew what he had to do. He never wavered at all. The War Arc was just a load of shit, most of Madara's time during the War bored me, because I knew he would either get close to or achieve his goal, and then he'd be cut out of the picture. Pein was so much more interesting than Madara.

You said pain never wavered. I'm telling you he did. Ok isn't pain the exact same. Idealistic guy who wants a perfect world but the way to achieve the perfect world is the only thing that differs between the two, plus their back story. Madara's actions are more understandable that's why imo he's the better villain.So? The TNJ was the best option, and it worked so well. Pein was more of a misunderstood hero than any other villain Naruto has ever seen. Madara is just another generic 'I want a perfect world' villain.
