In order to guard the sealed Gedo Mazo, the O'tsutsuki clan have resided on the moon for a thousand long years. Toneri O'tsutuki is the last surviving descendant of the clan.
Nurtured by darkness and isolation, he sets the plan to drop the moon onto the earth into motion so as to meet the ancestral commitment that put the clan into a thousand years of darkness.
He goes into action with intentions of embarking on a life with his bride in the world after human extinction.

With the "Rikudoh Chibakutensei" by the O'tsutsuki brothers, Hagoromo and Hamura, the wreck of 10b―Gedomazo was sealed as the nucleus of the moon. Afterwards the O'tsutuki clan decide on moving to the moon to prevent 10b's resurgence.
THE COVENANT; A gamble with Hagoromo wishing for peace on earth
While the clan resolved on relocating to the moon, Hagoromo alone remains on Earth. Hagoromo's intention was to initiate people correctly into chakra that is essentially "power to link"
