Sasuke is more like a ***** to his own social retardation and hatred. He does as he pleases due to this pitfall. If he was the Hokage's *****, naruto would actually think of using him by this means, but naruto isn't capable of such devious scheming. Sasuke's just made himself unintentionally subservient.
