Not that I'd have to report anyone, but it's one's word against another's. And without a report button, all you could do is send a PM saying "he -repped me for hating on sasuke. [Infract him!]"

First off, you need to change your status. That's repwhorring.
Second, negative reps should be reserved for things worse than infraction worthy posts. If you are cavalier with your negative repping, don't complain when you get negative repped.
Thirdly, you might want to give some thought into who you are considering to negative rep. If the person you want to -rep has 40,000 posts, has been registered for 4 years, and has 5000 reps, his/her negative rep power is going to be 25. Everyone has at least 1 or 2 posts that can be considered valid negative rep material. If you negative rep the member in the example above, he/she might just go find that negative rep worthy post. You're better off just reporting it, instead of getting personal.

Reputation is really the only indicator of a contributing member. It matters to most people although I'm sure there are people that don't care about it.
