How do I report someone when they send the message on the rep?

Report any post of theirs, state in the report message the reason (Rep Abuse). Send screenshots where necessary.

Actually no. Mods and Gmods cannot moderate Reputation at all, only admins can. However if you report the post where you get the "insulting rep comment" or just Pm an admin with the link to the post directly, it should get justified.
