you see that 1 green bar under your name thats rep
you see the 10 or 11 under mine. thats rep

To give them good rep. You go to their post, on the top right corner you'll see a flag. Click on it and it'll ask if you wanna give rep. Give positive is +rep negative is -rep

It adds to your reputation. You gain a positive or negative reputation based on your post, actions, attitude, etc. In short, it's good when someone gives you +Rep, and bad when someone gives you -Rep.

Reputation is a +point you give to a user if he has done something good in whatever it is for example helped you answer your question, has done good arts something worthy.

but to ask rep in a way like "rep me ad i will rep you" is a rep abuse your reputation thingy can be seen by a mod/g mod and admins , if it's the case they will punish you as they see fit. so be careful about rep abuse.
