Actually the main objective of those three years was for Naruto to gain more control of the Nine tails. He also learned some basic stuff like breaking out of genjutsu and making a bigger rasengan. Still he was pretty much nerfed by having spent his time trying to control the nine tails without much progress to show for it. It could've been better spent learning other wind techs and utilizing his second nature affinity. Maybe even get started on learning SM.

Let's be honest here, the Sand isn't very special and most of the Shinobi there are pretty much fodder compared to the Shinobi in the leaf.
