Madara was weakened by Gai at that time. Normally he'd be able to react without difficulty. He was after all keeping up with the 4th Raikage and Onoki who made him even lighter and faster. It doesn't actually matter. Durability isn't something that can be turned off and on, it's constant. If Madara's body is durable enough to withstand a blade stabbing at his skin and repel, it will always be durable enough to do that, whether or not he was paying attention. The point of that post is, Sasuke's Chidori blade had enough strength to bypass Madara's durability, and the Magmashuriken didn't. If Madara wa paying attention and still got hit by the Chidori Blade, then it would still cut him in half.

Madara needed to immediately recover against Naruto because he was already weakened by Gai's attack. By the time Sasuke had cut him, he had absorbed the Juubi tree, restoring his health and boosting his power, making Sasuke cutting him all the more impressive.

Even if Naruto's priority was to cut the Juubi Tree, the Magma Rasenshuriken still had Madara dead on.

Madara wasn't brushed by a side of the Magmashuriken, it didn't graze him, Madara was square in the middle of the Magma Shuriken, so he was feeling the full brunt of it, and when Naruto had it expand, it pushed Madara because it wasn't strong enough to slice through him. Madara was pushed and thrown onto the ground because the Magmashuriken couldn't fully move through his flesh, and could only push him after a certain point. The God Tree was besides Madara and Naruto, meaning he actually took more of the attack's power before it expanded.

The Magmashuriken works like a buzzsaw, a circular blade of fire and magma. The strength of the attack is proportionately even. What does that mean? Well, it basically means any end of the circular expansion is the same power. The arc of the circle that makes up the MS's shape that is hitting Madara, is the same power as the arc that is hitting the tree, and the arc that is exposed. Madara took more of the hit than the God Tree initially, then they both took an equal amount of cutting power when it expanded.

If the God Tree wasn't there, Madara would have still been pushed down. Unless Madara's body grows 100 times in size, he will always only get hit by that particular part of the arc because his body being the size that it is limits how much of the circle will actually touch him. It's impossible for Naruto to ever have the full cutting power of that Magmashuriken affect Madara, so it's inferior to Chidori Blade that can actually slice Madara in half in effectiveness. Naruto can NEVER slice Madara in half with the MS due to it's massive size.

Sasuke's attack not slowing down Madara means nothing because the Madara that Sasuke cut was superior to the Madara Naruto failed to cut. Naruto couldn't slice a badly damaged and broken Madara, and Sasuke was able to cut a full-health, even stronger Madara.
