Because that was a 1 vs 1 fight..

He summoned Gamabunta against Gaara, due to the first tails.

a 1 v 1 fight can include summons in naruto just like how shino users millions of bugs in 1 vs 1 fight and kiba with akamaru

for the reason gamabunta didnt show is probably because naruto didn't want to kill sasuke or maybe its that thing people call "plot no jutsu" so that sasuke could leave and move the story along lol
