We don't know if Tobirama even summoned anyone as an Edo. He could've just realized he would have to sacrifice someone to bring another back, or he realized summoning someone from the dead is an abomination and his conscience couldn't handle it. But if he did sacrifice someone I would like to know who, so yes. lol
And Tobi? Hell yeah that's relevant that's probably the most frequently asked question about the series.

Well, Tobirama could've been a"Danzo" for all we know. As in, do anything regardless of how messed up it is to protect Konoha. And as for the Tobi question, well, I don't really think it matters who he is anymore. He just has to die, he's responsible for many deaths. So good riddings to whoever the hell he is

lol yeah, I didn't take him being a "Danzo" into account. But I think Sarutobi said he was loving and had a good sense of humor. However, if you start legitimately thinking about creating a jutsu like Edo Tensei then actually start making it, you have to be a little twisted.
