This is a thread made in regards to the rosters being unveiled recently.
Chances are the pictures/scans shown of the character roster are legit. From the looks of it, the Seven Swordsmen & Kin/Gin brothers aren't available unfortunately. However, the kages are most likely on the game.
Take a look at this:
This is how the character selection looks by default - as in out of the box/no one special unlocked. Note the character slots and their associated symbols.
This is how the character selection screen looks ostensibly with every character unlocked:
Notice Madara, Nagato, etc., playable.
Remember, this is supposedly every character unlocked. But it seems to lack a few characters. Some of those characters may well be the Edo Kages.
Now the following is a previous scan of the Edo Kages definitively being confirmed playable:
This is 100% confirmed, and notice how they're shown fighting in the battle scenario and not as bosses in story mode. So they must be in the game.
Notice these remaining blank slots that have distinctive village/nation symbols that the other blank slots had. The difference being are the default slots are color-coded green whilst these are blue. These slots must be reserved for hidden/exclusive characters.
There are 6 blue slots remaining. 4 of these 6 probably occupy the four edo kages. So with the addition of the 4 kages being playable, there are two left over.
In conclusion: Don't sell CC2 short quite yet. There is still some glimmer of potential left. The 4 kages are most probably playable, just hidden. There's also still the possibility of other characters via DLC/otherwise. Rest assured.
P.S. I know this is probably obvious to most but some don't seem to realize that the kages are there right under their noses.
