Killer Bee's relationship with the Raikage is very similar to the relationship between Naruto and Tsunade. Despite not being related they have a family bond. The Raikage is Killer Bee's foster brother and Tsunade is the closest thing Naruto has to a mother.
Naruto and Killer Bee are also shown to fear A's and Tsunade's wrath.
Tsunade and A are also shown to be very strong and very bad tempered.
Naruto and Killer Bee are both reckless and drive both Tsunade and the Raikage out of their minds with their behavior but at the end of the day they still clearly love the Jinchuuriki under them.
I think that if Naruto had been taken Tsunade would have had the same reaction that A had when Killer Bee was supposively taken. (She would also have the same reaction if Naruto pulled the same trick Bee did.)
The only real difference is that Tsunade has faith in Naruto while the Raikage is unwilling to allow Killer Bee to endanger himself.
