We all know who Indara's and Ashura's r4eincarnations are....my question is for shuusui and itachi..who were they reincarnating because we all know they were stronger than sasuke?
minato and pain, failed children of prophecy...who were they reincarnating...and finally Hiruzen's grandchild...who looks up to naruto...is he in the reincarnation circle?
help me understand?

Not everyone has to be a reincarnation. It skipped several generations. So Itachi, Shuusui and Konohamaru aren't reincarnations. Only Naruto and Sasuke currently are, with Madara and Hashi in the past.

Many things are possible but the story is not about anyone else but Naruto and Sasuke. Those people do no reincarnate into just the strongest people. They reincarnate into people whose ideals are exactly like theirs, their will, etc.

Honestly don't understand why you are looking for other reincarnations. Add Jiraiya and Orochimaru's rivalry and Muu and the Second Mizukage's along with Kakashi and Gai's if you love your reincarnation list so much

There are only 2 guys that transmigrated , Ashura and Indra.
Noboby reincarnated in Itachi or Shishui.
