Although the future Hokage seat is reserved for the main characters, picturing Shikamaru as a Hokage actually does not sounds bad. He's got some really good qualities that fits for the job and just needs improvement in some areas. I think he could become a really badass Hokage in design, attitude, and abilities.

As a hokage, he'll probably be not as laid back as he is now. He's gotta be more responsible and serious, always busy running the village.

He obviously got the intelligence, but he currently lacks the weapons to defend a village on his own.
Because he's responsible for protecting the village he's got to be stronger. He'll probably master and expand his Kagemane jutsus. Learn his elements preferably fire and earth. Learn some seals and barriers. Formulate seals something like Tobirama's intersecting exploding tags. Improve his chakra reserves and taijutsu, Part1 base Lee level since he's not really the hand to hand combat type.

I want to see him don his father's animal skin cloak. Facial scars indicating experience in battle, manly beard/goatee, and cigarette on his mouth.

Agree with a few things, but not developing fire and earth style jutsus. That would be completely uncharacteristic of Shikamaru. Minato was able to be an incredibly impressive Hokage with just taijutsu, rasengan and FTG, no elements, so Shikamaru can do something similar. Seals and shadow style barriers would be more his style as he's very much got that sort of Minato-like style about him: Intelligent and uses simple jutsus with great effect, but not big on mass-level jutsus like Kakashi or Itachi.

All Shikamaru would need to become a Hokage is an advancing of his shadow jutsu to a level of Minato's FTG/S-T's effectiveness, in a way that it can trap, seal, tear an opponent to shred and have greater destructive power and to be able to strategise and think so quickly and so many steps ahead that the minute the village is attacked or he's in battle, he's able to devise a strategy five steps ahead that works flawlessly to cut down the enemy, stop them and save the village. Like the OP said, he would need far better chakra reserves than he had in Part 1.

With Shikamaru, he doesn't even need more jutsu. At the end of the day, because of his brain and ability to strategise, the village shinobi could become his weapon/arsenal/tools, in the sense that for as long as there are shinobi in Konoha, Shikamaru Naru will always be a powerful Hokage able to protect the village (a bit like Hiruzen's speech). For situations like Orochimaru using Edo Tensei and the Hokages to defeat the current Hokage, the fact that Shikamaru wouldn't be able to deal with that isn't really an issue cos, if you think about it, there's not a single Kage or Hokage who could have dealt with the Orochimaru Edo Tensei situation and saved the village except Hiruzen because he knew the Death Reaper Seal AND had the chakra reserves and spiritual strength to pull it off.
