I bet not everything he says is an automatic obey, like if they were to rebel against him, he could "overwrite" them and control them... But he has no reason to for every little thing as he thinks he can trust them.

I believe that if given a direct command she can't disobey but if its not a specific order I think she has some room for free will (such as putting on dud shackles).
