Can u tell me a practical example?
If Pell has average potential talent for Haki, a great teacher can only bring out that average.
If Luffy had an average teacher, he'd only be able to bring out an average level amount of Luffy's natural potential talent for Haki.

Good teacher can pull out 100% of his students potential but there'll be no room for him to improve after that level and even his great teacher can't do anything about it.

In case of dude with great potential: The teacher can't utilize 100% potential of his student but the student'll definitely utilize 100% of his teachers potential. In this case they'd be even but the guy with great potential won't just rely totally on his teacher,He'll do something on his own to improve his capabilities. Like Luffy did in case of CP9. He developed new counters after fighting them on his own. There is no guidance where as the guy with low potential has to rely on his teacher or someone's guidance to do so which is why his result will be lower than the guys with great potential.

The depth of the vessel. In your words it is the potential/talent of the character concerned. No 2 characters have the same talent/potential.
This discrepancy can be covered upto some extent by 2 things.
  1. First again is your training. You can choose a great person to train you. This will help you cover the talent gap by quite a distance and in short amount of time.
  2. Second is by gaining personal experience and training. This is the longer way around and usually would yield very poor and diverse results depending on that characters experiences. (smoker)
