Kishimoto did not say he "wanted Sasuke to become Hokage". He said he planned for Sasuke "wanting to become Hokage".
Since some of you are still mentally impaired with syntax I thought I would educate you. :yeah:
It's fun to realize that as soon as Kishimoto says something regarding character(s), people are automatically reading into it like it's a riddle to escape a death chamber.

Its not naruto's goal to become the sage...but it is his goal to bring peace upon "this world."
