It doesn't technically but at the same time it does. In reality the technique doesn't require speed at all it simply requires chakra control the speed is just so you hit the move.

Tried looking for the part where Guy or was it Minato was explaining it (but it's too much work), it was said to use the speed of thrust to pierce the opponent, that's why Kakashi had Sasuke Achieve Lee's pre gate speed and that's why the tunnel vision thing came up. Then again, in practice it does not seem to require any excees speed.

his speed is just to close the gap on his opponent, nothing to do with it requiring to pierce with it. the problem is without the sharingan, he is unable to see his opponent make a counter there get's negged. actually now that i think about it.. hmm
