Does chidori/raikiri enhance one's speed? i don't feel like going through chapters of the manga to look for the answer...
Don't believe so. Think in part one kakashi wanted Sasuke to be so fast for he could use chidori, but the technique doesn't boost speed .

Tried looking for the part where Guy or was it Minato was explaining it (but it's too much work), it was said to use the speed of thrust to pierce the opponent, that's why Kakashi had Sasuke Achieve Lee's pre gate speed and that's why the tunnel vision thing came up. Then again, in practice it does not seem to require any excees speed.
