Hmmm, not sure if you're going for pure comedy or just any genre with a bunch of laughs thrown in, but here's my list starting with the one that made me laugh the most:

1. Clannad (also the saddest anime I've ever seen)
2. Samurai Champloo
3. The Melancholy of Haruhi Suzumiya
4. Steins;Gate
5. FLCL
6. Angel Beats!
7. Toradora!
8. Eden of the East
9. Durarara!!
10. Fullmetal Alchemist: Brotherhood

All of them I recommend dubbed (except Toradora!, obviously). Most of the jokes just flow better when the subtitles aren't a hassle.

Oh, well, OP is not really comedy series but rather series with elements of comedy but there are too hilarious moments in the anime. Lol
