It meansthe user has <50 posts so he can't give rep

Means the person had not yet reached repping criteria, so +0 or -0 rep

It means that the person who repped you doesn't yet qualify for giving/taking rep points. If I remember correctly, they will be able to once they reach 50 posts.

It does not, just like the amount of previously given/taken rep points does not change alongside a users rep power.
