not seeing anything that says all 3 of them were called legends.Sasuke, and Sakura were amongst Naruto,and Kakashi, fighting against the greatest threats in history saving the world from the Infinite Tsukuyomi. They are all Legendary, and i heard that Sakura also got credit among with Shikamaru, and company in The Last from their help then.
that doesn't mean few ppl had ever awoken Sharingan.I doubt Sasuke got that info from the Tablet. He probably got it from his family, most likely his dad. He also asked him about the MS as a youbg child
i don't really feel like going panel hunting for all of this, but between Itachi's statement about the repeated attempts by Uchiha to get MS, the fairly widespread use of Izanagi, and their ability to still fight against other clans before and after Madara awakening MS, it's obvious that there were more a lot more than just a few Sharingan users...especially to have gone on campaigns against the neighboring clans in that era. If it wasn't for Shisui and Kagami being shown/mentioned, there would be barely anything that would suggest that there were active ninja in that clan outside the police force during the span in which Sasuke was born.This, and the next page

The Uchiha have been around since Indra way back in the day. For example in the long history of the Uchiha, their could have been 2000 Uchiha in total, 200 of them awakening the Sharingan is considered few.
By the way, when was it said that they were at a low compared to before?
Whether or not that's the case, it's still very unlikely that what Sasuke said in that moment about few ppl in the clans history awakening Sharingan holds any water whatsoever, given the light that was shed on the clan's history in the era that predated Konoha's founding.
