Reasons why Gato is a better villain

Obito and Madara are poor old guys

2. He care less about anybody
Obito cared for Rin while
Madara cared for Hashi

3. He mutilates dead body
In the case of haku

4. He might be madara's trumpcard

5. He might be a brother to Teuchi

6. He faked his dead

7. That cave that Madara stayed,
Gato gave it to him

8. He might be the sage Elder son
Cos he is influential

9. We have never seen his eyes

10. I wanna sleep

I did like the concept of Gato; the rich, powerless man who hired and betrayed shinobi. He shoulda lived and that type of thing should have been revisited. I honestly like him as a villain.

I think Gato's arc could have used more development, with ninja doing actual mercenary work for people like him, but instead we never return to those topics again. There are no big companies, no large ships even, no businessmen. I might sound dull but I think I'd enjoy it if the manga went into that direction. But that wouldn't make a good Shounen probably.

I agree that Gato was possibly more "evil" than Obito, Madara, Nagato etc., but that doesn't necessarily make him a better villain.

Actually, if you think about it, many side villains both in the canon story and in filler are depicted as "evil" (just think of the guys that attacked Kakashi, Obito and Rin at Kannabi Bridge). But that is perhaps only since they aren't that important to the plot to flesh them out properly.
