The Tailed Beasts were originally evenly distributed amongst the different villages as a sign of peace. I doubt that any village would have been given more than one Beast for any reason. However, after Hashirama died, the Beasts began to break free and rampage. This led to the Tailed Beasts being distributed as they were before Tobi captured most of them. Some villages likely took the opportunity to obtain more than one Tailed Beast while others likely lost their Tailed Beast because the villages weren't capable of maintaining control over the Tailed Beast, had it stolen by a more powerful village, or were not powerful enough to be able to recapture a Tailed Beast after it escaped.

This is evident if you look at Cloud Village's history with the Tailed Beasts, they had Yugito and Bee, but at one point they also had tried to capture the Nine Tails (which resulted in Ginkaku and Kinkaku). Furthermore, in the filler arc, when the Three Tails was located, the Leaf Village mobilized three squads to try to capture/seal it.
