Reason why the juubi is inactive

I believe that the juubi is not well active because Tobi isn't there to tell it what to do. Remember when obito was there? The juubi was attacking and shaking the ground and all. I also think that Madara can't control the junk well and that is why he made few appearances. What do you think? Do you think I'm wrong or do you agree?

Jubi does not need obito to attack. it is just bound by very high ranking jutsu...

The Jubi has no feelings and is just like water and earth. It can be controlled but doesn't have to be. It can go on a rampage like an earthquake, which cannot be controlled. :yeah:

Obito hasn't been gone for more then ten minutes and the juubi has been doing plenty on its own.

The only thing holding it back from killing everyone in a split second is the fact it never had all the tailed beast chakra inside him,meaning less power and also no mind which means at the moment its not sentient and on top of all that its not even in its final form.
