Naïve - showing a lack of experience, wisdom, or judgment. Naruto lacks all three at times. So, yes, Naruto is in some instances naïve.
Also, I don't think you should be claiming why Oda, Kishi, Kubo, etc., write their manga unless you've had a 1-on-1 talk with them asking them that question. Yes, 90% of the main characters will be the good, innocent guys who want nothing but the best for everyone. That's kind of a common trend in anime/manga. And of course, those are the people that are 'better' people than a drug dealer, a murderer, etc... That's obvious.
Wisdom - Naruto has it. You choose to ignore he doesn't.
Judgement - Naruto has it. You choose to believe he can't judge.
Experience - Has fought more then any other of his age..
If you had worked in analyzing stories or any other kinds of writings. You would know the main character is always developed after the idea that the author/writer wants to give out to the reader.
"common trend in anime/manga".. maybe the people should start listening to that trend, instead of complaining, if the author supports it or not.

I've just recently started watching "One Piece", and Luffy has got to be the move loved main character there is!
Nah, he can get annoying. I like Naruto's personality a bit better. But they are basically the same. So equals for me. Goku personally I love the most out of the main characters.
