We all known this from what Tobirama said in previous picture,but Obito didn't have both eyes when he suffered so he at that time couldn't awaken it.He overcome that trauma and know he does not have what to hate so bad that he can awaken it and i don't know if any trauma can beat his last one.

So he doesn't have potential to awaken Susano.

bro the scan you posted is tobirama explaining how the sharingan is awakened not the MS. And in manga Obito's Both MS was Awakened in the same time! but in different eye sockets. and hatred gives the power to awake the susanoo. Obito currently has no hatred inside him!

Obito already sprouted that special chakra in his one eye, and the other one happened in kakashi's socket.

So there's that, and the fact that in order to awaken Susanoo you need to control the double mangekyo.

He can awaken the Susano'o but the problem is that he doesn't have enough chakra to awaken it and he is in a weak state so he probably won't awaken it
