reason why Obito declared war?

is there any possibilities that Obito only declared war because he wanted to fight Naruto & Bee in their Bijuu modes in order to obtain the last ingredients for Juubi? since they failed all missions to capture the last 8 tails?

cuz from what i know, Obito didn't really want the war... sure he is pretty pissed off but i think he just wanted to Summon the Juubi and make a world without war?

He doesn't do things for Madara. He made that pretty clear when he stated he never thought of Madara as a friend.
