Reason why Madara never attacked Konoha while Tobirama was the Hokage

He was scared of Tobirama since he had edo tensei. He could just edo tensei his brother Hashirama (if he hadn't already done so) to put a stop to Madara for the third time.

Besides he didn't want to fight Tobirama because once he got marked by his FTG, Tobirama could just appear anywhere and anytime to slice Madaras throat when he's not expecting him. Ftg is a really scary technique when you think about the surprise attacks that could left you vulnerable. You could be sleeping and poof, your head rolls down the ground. Take note that the mark is invisible so Madara wouldn't even know he got tagged.

Umm... maybe because he wanted the world to believe that he was dead when he isn't? That may be a reason so that he could keep the Uchiha's safe in Konoha.

Or perhaps his first bout with Hashirama left him so debilitated that he was unable to fight for a number of years- those years including the reign of the 2nd. Hence, everyone presuming that he was dead.
