Reason: Fugaku + others must have had the MS

I find this belief very stupid:

No one else after than unlocked it besides, Itachi, sasuke and Shisui"

if this ^ is true then it's stupid because:

Lets just say out of the 3 shisui was the first to unlock his MS, then that would make him the strongest Uchiha in the village, shouldn't he be leader if so?

then shisui died. and Itachi awakened his. and with a young shinobi at his level, intelligence and power (MS) he should've been made head of the clan but wasn't, why? Fugaku was still better suited.

I think fugaku and other clan memebers had MS, especially because of this (middle panel to the left):

over the years clans men were killing each others, close friends just to gain access to MS and hopefully EMS, but am guessing only Madara knew how to do the eye transplant.

Konoha police force would be a fail if they didn't have MS. and at the time of the uchiha clan massacre they were capable of overthrowing th whole country (top panel):

Just because you have the MS doesn't mean you should automatically be made the leader.

The only reason why Madara and Izuna were the heads of the Uchiha clan was because they "took" control of it.

Just because you have the MS doesn't mean you should automatically be made the leader.

if the clan was in agreement (and they were), then it can be said they were elected head of the clan.

well he was at the very least aware of the ms and he was mad at itachi for awakening it cuz im sure he knows how it is awakened or at least one of the ways and with shisui dead im sure he thought itachi killed him at the time but as far as him having ths it is possible cuz if he didnt then itachi could have easily taken control of the uchiha and stopped the uprising

yea. when i saw your thread title i was just like wait a minute... but for the record, i think its a decent chance that there were others who had it, but i doubt that anyone else in itachi and shisui's time had it because if others had the MS then i would find it hard to belive that itachi could kill his clan so easily even if tobi did help. because from what we've seen of the massacre, nobody even put up a fight

Itachi was hiding the fact that he had MS from his clan members. He only revealed it when he actually killed them. If others had MS then I am quite sure that they could have resisted Itachi. Just my thoughts..
