Its simple theory: He started wearing mask in his childhood only. This was because he was ashamed of what his father did(when he was disgraced and took his own life) and didn't want to reveal himself.

I dont think so, people knew he was his kid anyway, Chiyo thought he was him, that ninja from kakashi chronicles new it and so did minato, And kakashi didnt seem ashamed that much, he said that the blade was his fathers keepsake.

It's probably a silly thought, but I always thought it was a running gag when he was introduced but when he had to be drawn younger it ended up becoming permanent. I wouldn't want to see a baby picture. lol
