Reason for Kaguya elemental dimensions: no ninjutsu

So she uses the dimensions to do the job. Need to burn someone? Lava dimension. Need to freeze someone? Ice dimension. etc


However, she was shown producing lighting. Although I don't think this is ninjutsu, but more like her Sage control of nature.

She just used it by nature, like unite with earth, TSB the combination of all elements thats not a jutsu, Ash bone, her body ability etc

Kaguya has influence over TaiYin, ShaoYin, TaiYang, and ShaoYang - The Four Movements within the Tao. These cycle to produce the Eight Bagua - or Trigrams, which again cycle to form the 64 Hexagrams of Divination.

I would wager that Hyuuga can't use ninjutsu - or have somehow regimented themselves as to not to (Whats-his-name from the movie mentions punishing humanity for using chakra as a weapon - so that could be a likely reason).

Would make an excellent battle theme for Kaguya.

I'm not entirely sure what to make of the "worlds" that Kishimoto has Kaguya shift through. There are parts of Taoist legend that I am not familiar with - and there are many other legends that stem from the more pagan-like Shintoism and then another set from Hinduism seen through the lens of Buddhism.

Honestly, it didn't really seem like Kaguya was trying in her battle with Naruto and Sasuke (I would argue that she wanted to be defeated as she was only a husk of what she was) - she spent a lot of time taking them on tours through various worlds that were minimally effective when she could have applied all the power of opening portals a little more directly to the task of fighting Naruto and Sasuke.

There just seemed to be something off about the whole encounter that I doubt the new movie will fully resolve.
