For starters the water tribe was in itself already spread between north and south. On top of that the water tribes were probably also the less sophisticated of all the nations. With the exception of the northern capital, they mainly consisted out of hunter-gatherers. On top of that it doesn't seem there was much cooperation between the water tribes and the Earth Kingdom. There is a difference between attacking the water and earth nations separately and attacking them when they work together.

The Earth Kingdom was overall seen also mainly an agrarian nation. With the exception of a few strongholds like Ba Sing Se and Omashu, it was just a large landmass filled with farmers that are thinly spread.

So yeah the Fire Nation had the best cards. They had the best ratio between landmass and population density and were the furthest advanced considering they were already an industrial nation. If you have on one side a heavy militaristic and industrialized nation and on the other hand two divided nations mainly inhabited by hunter-gatherers and farmers with a low population density, well yeah then the Fire Nation has the advantage.

Under these circumstances there wasn't really much room for the Water and Earth nations to beat the Fire nation. At most they could try to hold them off.
