Where in that manga did it say he what edo summons he had? You can't just sit there and make a zombie out anybody on the spot. You have to prepare the summons beforehand. That and it was stated his was even less effective than Oro's, who's edos had to be completely controlled which took away from there effectiveness in battle. We still don't know that Tobirama even used Edo Tensei for battle.
