That's... a bit over the top.
Cute, in its own way... but in the same context that anime is cute (which is not really "people-cute").
I'm not so certain that she's had plastic surgery, though. I know a couple girls that have overall facial profiles very similar to hers who could pull off that look very easily.
Heck, one of them has a skin tone that just makes you stop and look at her like: "... Can I touch your face to see if that's real?" She just uses makeup to alter the tone - her complexion is just eerily perfect. Slap in some of those contacts, get creative with the eye liner, and straighten her hair (since it is quite possibly a suitable anime color to begin with) - and Voila.
