He's ridiculous, ofc but in the Storm series he is a hell of a lot of fun. Now it's time we rank him as a character strength-wise.

Notes:

• Bested Yamato, Kakashi, Lee & Neji in the anime. (Comedically but a feat all the same)
  
• Kyuubi Mode has genuine threat as an actual rampaging Bijuu
  
• Final Mecha form is gigantic and terrorised the Ninja World in Storm Revolution
  
• Ties in similar strength to Naruto by the time in the series he has access to BM.
  
• Missiles, Bazookas, Explosives & a cannon mimicking the scale of a TBB nuke.

So totally sensibly, whilst not Madara level....it's fair to share this thing is an insane powerhouse. High Jounin? Sannin? Kage level? Who is the strongest ninja this thing could defeat knowing it already has BM Naruto and Kakashi under it's belt.

That sounds pretty fair, Bee and Gyuki are capable of terrorising the ninja world for a little bit (but ultimately being defeated by a BM Naruto & friends)

He's pretty good, but I don't think he'd be strong enough to reach Semi-Pro or Pro tier, especially since Pro tier is limited. I'd say he's Onyx given that, or at least Gold tier.
