In the story she isn't really seen as one as other characters have praised her many times. But in her own mind she is.

So you cant deny this. I love an underdog story, dont you?

Shes not even an underdog. No one wants to see her fail. Shes just not as interesting as most characters, thats all. People like action, not talk no jutsu and crying. Simple as that.
