Yep it makes sense

Madara saying oops guess we couldn't defeat them

And obito saying you let them survive on purpose you just want to test the juubi.

It could mean that, but when I read the manga panda translation it seems obito said that because madara didn't want to start the moons eye plan.

I'm going with what I thought after the manga panda translation, makes more sense and is more witty from madara for me
