Kizaru. He was focused on trying to avoid the fight rather than fight it. In fact he was moving to go forward when Raleigh cut him off. He didn't go all out, and furthermore fought in Raleigh's forte (swordplay) as opposed to the usual Yasaka no Magatama deal.

You do realize that Rayleigh said it himself and it has been a while since he has used his sword right? Implying that if he had a week/few days to prepare he will beat Kizaru. Rayleigh was far more concerned about Luffy's safety than the fight and even Kizaru noticed that, which prob. shows the gap between the two. (Not an insanely huge gap but most likely a small one)
