2. Garp, in his prime - fought toe to toe with the pirate king U__U
3. Shanks - Yonkou
4. Rayleigh - Pirate King's first mate o_o not sure whether to put him or Shanks on 3rd
5. Dragon - We simply don't know anything about him, he stopped Smoker in Loguetown and leads the revolutionary army but we don't know anything about his ability and he hasn't shown any notable feats so until then I won't place him higher than any other of the listed characters since those have shown their amazing skill one way or another >_>
