i really cant see anything good about it the render and background look like they are LQ
don't know why the pop out Natsu is red
really cant rate this beyond 4 it looks like 2,5 min job

On what standards are you rating it?

1.It is very Low Quality
2.The Render is not stretched properly
3.Why is there a second red render?
4.Pop Out effect is failed,you can see him getting cut off and there is no blending where there should be blending.
5.Asking me to rate this would give you Eye-AIDS.

Take some beginner gimp/photoshop tutorials. Once you get a hang of the tools, you can try advance sig tutorials. I find mine by google imaging "Gimp Sig tutorials"

I think that natsu is to small and e cant see him well and then i really dont like the big natsu, but its nice if your a beginer

Don't try popout sigs in the beginning.
Use normal 400x200 dimension to practice and watch tuts.
