The distance is irrelevant, it's moving at the speed of light. No one can react to that speed. I'm quite certain that his attacks move at the same speed as the Pacifista's attacks but of course Kizaru's beams are much much stronger. The only speed of light aspects Kizaru has is his movement and physical attacks (kicks/punches).
