Assume prime.

Include Garp, as he turned down the post many times.

Rate them in terms of:

1. Your favourite.
2. Strongest, in order.

Strongest - 1) garp 2) akainu 3) kuzan 4) kizaru 5) isshou havent seem film Z so i dont know what he can do. Edit - throw sengoku second i forgot about him.
