I can only think of 3 any ways
- orochimaru (he just evil cuz he wantes immortality)
- tobi (in actual fact he wantes peace but he wantes to do it by force cuz he belives there is never going to be peace... but he's still evil xD)
- kabuto (wantes to carry on orochimarus work i think)

LOL. You ACTUALLY watched fillers? I only knew who that dude was because I was looking up videos for evidence during my spar with SY, I think...(or was it my sensei test...?)
Well, there's no such thing as good or bad...it really just depends on a judgement of a person.
But...
1. Sasuke - Honestly, he is one of the most heartless bastards I've ever seen.
2. Orochimaru - The same for this guy. Geez, it makes you wonder what happened in his childhood to make him like this.
3. Kisame - Bloodthirsty people like him just have no reason for living...
Of course, I'm too tired to further my opinion...but that's all I can think of so far...

itachi i couldn't class as evil at all really or he'd be high in the list.
